Considering that the issue is not availability of job and labour, but lack of proper connectivity between the two, a labour market information system could make a tremendous impact in the rural regions.
Incorporating a portal in the lines of Naukri.com, Monster job for rural/urban poor might be an useful endeavour.

Hurdles for effectiveness of such a portal include lack of computer literacy / infrastructure among the poor. This can be addressed by developing easy-to-use mobile applications or have village centres where they can upload their job availability status or look for job requirements in their locality.

So a typical process in such a portal would include
1. the job seeker uploading his profile and availability/non-availablity of labour, 2. employer requesting his labour needs through the portal,
3. local autorties/mobile app communicating the info to appropriate people so that the prospective employer/employee could satisfy their labour/job requirement

Specifics like frequency of updation, imposing wage limit, incorporation with UID etc. need to be looked into by authorities concerned while implementing the system

IMO India has the best IT talent pool in the world today which is capable of developing any complex tool/application. In collaboration with NIC both state and central govn's have implimented many projects across various spectrums. But the success of these initiatives at ground level depends a lot on disseminating the right information at the right time through the right sources.

In the context of the labour market. The precious information which can be made available is the sector wise demand for labour vis-a-vis rate of job creation forcast in those sectors , the strength of labour already employed in the sector, the labour supply evry year.

Eg:1 lak jobs would be created in the IT field the current year and around 1 million in the comin 5 yrs , Currently the sector employs more than 10 million directly and indirectly , the number of Computer science graduates comin out each year is around 2 laks , in the past 5 years 1 million CS graduates etc..


These statistics can be made available to the candidates at counsellin centre's, schools etc so that they would be able to take an informed decision.

Also state governments can also allocate the seats for each course in a much better manner so that excess labour supply which can lead to unemployment or underemployment can be prevented, and it can potentially increase labour in sectors which has facing labour shortage.

1. Promote localized computing
2. Move from Microsoft platform to reach the critical mass
3. Create Linux based multiple language computing platform at low cost and chargeable by solar panel.
4. Promote WIMAX access in small towns and villages
5. Lower down cost of reliable and fast broadband connection in cities
6. Promote content creation by blogging,community,e-books,videos at every level from village to cities.
7. Create internet population and provide tools,guidance to not just be content/information consumer but information producer as well.
8. Integrate with global payment-system. [So that person can receive and send payments in foreign currency even at village at one click.Content in local language can be in technology,education.health,agriculture anything.Payment would be to receive payments for content advertising and services to foreign customer.Payment needs to be made in foreign currency to buy hosting,productivity ebooks etc.Recently RBI circular has hampered integration of Indian content producers and service providers to receive and send money via most global payment method that is Paypal.
9.if a guy in small town earns 10000-20000 pm by content creation and IT services.He may never move to bigger cities.And millions of globally connected locally self employed citizen would be in India.

There are three fundamental issues & solutions

Third issue – awareness
With the demographic divide, India being a source of human power, the shortage in the rest of the world is not just going to be in IT or manufacturing, it is going to be in all the fields quite soon, be it plumbing, carpentry, mechanics etc. It is going to be in research, it is going to be in development, the skill shortage is going to be across the board.

So we have to educate the people that if you are qualified in these areas, you can earn in this much etc. People are not aware.

Similarly we have to educate how to apply for jobs and how to search, and how to approach.

So Why not education loans for getting qualified in some specific vocational areas, say operating a JCB. Fund the person, make it easy for a person to get a loan for a JCB course, say 5-10k, and let that person pay back over 12 monhs from his earnings.

Second issue – how to approach for jobs
People are not aware how their skills can be used, especially the rural folks. Even qualified graduates are looking for openings and don’t know what to do and how to approach.

We have govt. employment centers, which continue to use paper based approach. Let the Govt employment centers upgrade themselves in technology so that they can send mobile alerts for requirements. And the citizen looking for a job can post his/her availability via mobile. We don’t need too much investment for such a thing.

First issue – Skill upgrade

The limitation is availability of the trainer and access to training institutions (even on the job). With the power of technology (including television) the skills can be trained by leading institutes, say via satellites etc. and even the rural people can be trained (partly or fully) in remote virtual classrooms using just a co-ordinator. This can be done only to come extent, but better than nothing.

The I.T.I – industrial training institutes need an upgrade and a boost with a tie up with industries. Like how the banks were tied up with software companies and core banking platform was developed over a decade, that’s a proven model, adopt that for I.T.I and polytechnics, and let the industrial bodies collaborate with academic institutions and it would be a win-win. From Govt perspective, introduce a policy and mechanism to make I.T.I and polytechnics available for adoption by the industry bodies and incentivise these collaborations.
