PPPs should be promoted with caution as every private corporate house would like to grab it, but any PPP should first be evaluated for potential conflict of interest and then only INTERACTION should happen. Once it is well ascertained that any work public interest is central, only then any partnership should be promoted.

• Public and private institutions should be separate.
• By providing soft loan to student and sops to the industry willing to impart training.

Public Private Institutions can be run with 51% Govt. Share and 49% Private Share,but such institutions should be first setup in Rural Areas and then go to Urban Areas. A Pool of private partners should be created with a regulatory body above the system which ensures quality checks are in place.

PPP is not so much effective in terms of public interest...
private player primary objective is profit only.

Finally it will increase CORRUPTION! due to adjustment/setting with Govt.Agency/Officers.

SO, I SAY ' BIG NO' to PPP.

Solution:
1.All works related to public Interest must be done with More HONESTY & Clear Objective within Time Frame through Govt Agencies only under the supervision of NGO/Public activist/Media.
2.Awarness/Public discussion about the project must be done between common people.

If we refer the provisional census 2011 we get that the overall literacy rate has surged and will keep surging , I hope. What the main concern is the uniformity across length and breadth of country. The educational plan should be in view of this distribution. The southern part is flooded with industries whereas the northern and north-eastern part is still exploring their capability for attraction. Few days back Mr. Montek Singh Ahluwalia pointed that Leather and Textiles can be the scope for future trade with China and foreign partners said -Creative Industries had shown greater growth in recent days. The 12th Plan should focus in bringing the hidden potential of Art / Traditional gifts of these areas to a global platform. See the Chinese tools that are flooded in market -they could discover the hidden potential.

I think the PPP model needs to be promoted. The government cannot do all the funding and private players need to come in. This model also helps in keeping the activities of private players in check as the government can audit such projects. This should take care of the corruption in such projects.

1) PPP under Bulit Operate Transfer should be done primary schools in villages and districts.

2) Teachers should be recruited by Govt as usual.

3) These should be monitored by private.

4) After fully functional school. The corporate can operate them for sometime.
Then they will have to transfer them back to govt with all the process intact but replaced by govt trained officials.

5) The schools should be linked to mainline education.

As of now the primary teachers are only busy filling govt files....No teaching...Kids come for food+clothes....Literacy is only an illusion.If you can write your name doesnt mean you are educated and wise.

I think the above things should work.
