First of all, Computerize all branches of Employment exchange. reason is that it will help the recruiter to search for needy candidate from any place for any place without wasting time which is more important now a days.
To start, authority can computerize Important Districts of All States, then convert other branches.

After computerizing, a database of expected/determined vacancies in near future in public/private sectors (reported by respective authorities) should b created/linked to Employment Exchange Branches.

•They should have manpower trained and experienced in counseling either on contract or on commission. They should have data base of career opportunities which should be disseminated by periodic lectures and presentations in the exchange and also in the schools in the area.
