There should be counseling cells for students not doing well in schools. They should be informed of various job oriented courses to consider. There should be soft loan given for such courses.

It is reported that 300000 crores of rupees Indian black money is parked in foreign banks by big shots, tax evaders, officers and politicians. Government does not want to take action against them because the black money is earned and remitted to foreign banks only by indirect support of ministers ,officers, politicians and domestic banks. More than 300000 crores of black money is circulating in domestic economy.

More than 300000 crores of rupees as tax defaults is not recoverable from High net worth businessmen and professionals because it is these tax defaulters who provide monetary support to politicians in winning the general election. These tax defaulters give huge money in the shape of bribe to top ranked officers, public representative and powerful ministers and get rid of all actions. Government does not want to recover overdue tax from such defaulters.

More than 300000 crores of rupees are locked in various public sector banks as bad assets (80000 crores of rupees as declared Non Performing Assets (NPA) and rest hidden as restructured and stressed assets). Government does not want to recover Tax from big value defaulters because such defaulters are closely associated with CMD, ED, General Managers of bank or various powerful people from political field or related to government officials directly or indirectly. Government does not want to recover money from small value defaulters because these defaulters known as villagers, farmers, or small traders are the vote banks of ruling party and hence government think it wise to waive small ticket loans ( during last election government waived 75000 crores of rupees).
More than 300000 crore valued fake notes and fake stamps are in circulation and government is unable to stop addition of fake notes and fake stamps in the economy.

More than 300000 cases are pending in various high courts of the country and more than thirty lac cases are pending in district level courts and government is unable to take any action against erring judges or corrupt advocates and government officers. Most of the cases are directly or indirectly associated with VIP of the society. Or else courts are unable to deliver judgment in want of adequate manpower and suitable infrastructure. More than 300000 cases have been referred to CBI by various state or central governments for investigation and necessary action. These cases are finally closed when the case is related to VIP and case is not pursued properly when CBI officials get bribe money to dilute the intensity of the complaints.

Government gives license to high net worth tobacco manufacturers and wine manufacturers. Government allows manufacturing of Pan masalas, cigarettes and wine with an instruction to print a warning on each pack such as “ chewing of tobacco is harmful for health “, “Use of wine is dangerous for life”. But government fines and threatens to impose heavy penalty on small shop keepers, pan vendors who sell pan masalas. Government does not want to punish who manufacturers of such harmful product because politicians and officers receive heavy illegal money and costly gifts from them. Government gives hundreds of licenses in a small town and allows open sell of wine but punish who consume it. This is India.

Use of plastic bags, utensils and other products are found to be harmful by government and hence government impose penalty on shop keepers who sell goods in plastic bags and individuals who carry goods in plastic bags. But government does not want to punish manufacturers of various plastic products because officers and ministers receive huge money from manufacturers of these products.

Government officers huge money as bribe in allowing encroachment to businessmen, shop keepers, real estate developers, home owners, flat builders, park owners etc . It is officers of municipalities and municipal corporations who approves map for construction and who allows deviation in construction after taking huge money as bribe. When court gives orders for removal of encroachment small shop keepers, road vendors, vegetable sellers are beaten and their shops are broken but rich persons are spared because they can give bribe to officers once again to get rid of destruction of illegal construction.

This is India, the great India, shining India. This is Manmohan Singh brand reformation. This is the story of economic liberalization, globalization and privatization. This is the result of Gross Domestic Product said to be in two figures and for which Government led by Manmohan Singh feel proud of .This is India which is ranked 87 in the world and treated as one of the most corrupt countries in the world. India is still great because politicians of India know how to befool innocent and illiterate voters of the country on the basis of caste or community or regionalism and religion or by way of reservation. This is India where flatterers and corrupt rich persons are given ticket by political parties to fight general election and poor but talented persons are rejected. This is India where criminal can become MP or MLA but not intellectuals. This is India where corrupt officers are appointed as Vigilance officer and made Chief vigilance officer of the country to stop corruption. This is India where tax officials guide how to evade tax and police officials guide thieves how to get rid of punishment. And so on………. …………………………..But everybody talks of reformation.

It is worthwhile to mention here that almost all top ranked officers have properties worth tens of crores of rupees in various names and at various places though their total income earned during the period of their entire life is not even one crore of rupees. When most of officers and most of the politicians are corrupt there is very little hope that action, real action will ever be taken against corrupt person. Government is made of corrupt people only and then it is foolish to expect any justice from such government. Officers and politicians in general are birds of same feather.

Housing scam which surfaced in the recent past and which resulted in arrest of eight high rank bank officials are only tip of the iceberg. Corrupt officers are sitting on top post of each bank and hence they ensure promotion to only those who are expert in the art of earning money and who is number one corrupt. Interview panel in each promotion process gives the scope to pick and choose yes-man for branches where some money can be earned.

Whimsical posting and arbitrary promotion in banks has demotivated many hard working and honest workers. It is not therefore astonishing to me and it is almost an open secret that bribe culture is very much prevalent in most of the branches and most of bank’s administrative offices. It is to be kept in mind that when, Directors, DGMs GMs and ED are corrupt in any bank, honest junior level field officers cannot survive and cannot lead a peaceful and respectful life. This culture is wide spread not only in banks but also in other offices owned directly or indirectly by government.

It is therefore necessary first to get rid of corrupt EDs and Corrupt General Manager who are master mind in all corrupt culture prevailing in the bank. Banks have to ensure time bound promotions to all and cancel all those promotions which have taken place due to bribe , goft or some Godfather sitting in powerful lobby. It is necessary to severely punish vigilance officers who have closed files of corrupt officers by taking bribe.

I would like to request RBI , Government of India, Ministry of Finance and particularly to all responsible officials to prepare a list of high value NPA borrowers in various segment of amount involved and try to know the person who sanctioned, who failed to monitor and also who supported indirectly from administrative offices in rise of bad assets .Officials who are corrupt and who sits in controlling offices manage sanction of bad advances through few selected yes-man type Branch Heads and contribute in generation of more and more bad assets known as Non Performing Assets (NPA).These High profile officials do not come in picture directly in sanction of loans to bad borrowers and hence always get rid of punishment when staff accountability is fixed by bank management under certain compelling circumstances.

RBI can direct each bank to furnish such information and then RBI officials can make a study of such report to identify corrupt executives. Now a days such information can be generated through CBS without any loss of time and without any discomfort. Even controlling officer can generate such list if he or she so likes. Excel sheet can be prepared very easily on following columns.

1. NPA Account with value involved upto Rs.5.00 lacs (small borrowers)
2. NPA accounts with dues more than 5 lacs to o 50 lacs (medium size borrowers)
3. NPA accounts with dues more than Rs.50 lacs to Rs.5.00 crores (large borrowers)
4. NPA accounts with dues above Rs5.00 crores. (Very large borrowers)

Each segment should contain following columns so that it can precipitate and clearly reflect the name of bad bankers, name of top ranked officers who are real culprit.

1. Name of borrowers
2. Date of sanction
3. Name of Branch head or credit sanctioning officer
4. Name of immediate controlling head called as regional head or circle head or zonal head

If report in above mentioned format is properly analysed and which anyone can select through excel and filter data as per person on all India basis, I hope real face of corrupt executives will be exposed. It means bank should prepare a list of all bad borrowers which have been sanctioned by a top executive say ED, then General Manager, Deputy General Manager and so on up Regional Head and Branch Head during last ten years in whatsoever capacity or post he was during last ten years.

Such list should be prepared for each and every executive in the bank starting from top scale VII to scale I. This will prove and substantiate the bitter truth that only those who indulged in bad advances and earned bribe through lending or contract work and shared his ill earned money with his boss only could be elevated to higher post. This is why I assert that the person who has created NPA in all branches and Regional Head who selected more and more corrupt branch Manager should be treated as bad bankers.

It is therefore necessary to first make a list of big amount NPA borrowers created by regional head or circle head in India during last five years irrespective of his posting (sanctioned directly by him or through branch manager working under him) and immediately punish and downscale those executives who are promoters of bad culture mong field officials.

The above mentioned analysis will indicate the name of executives who created maximum NPA and prove that such officials are getting fastest promotion and all such people are sitting on top post and hence there is none to punish bad officers.

Such executives have very good relation with top bosses and also powerful persons sitting in RBI and banking division. This is why no action is taken against top officials and in all cases of misdeed junior officers are made scapegoat. Such officers if trapped accidently can manage tactfully even CBI or vigilance officials and ensure closure of files or at least ensure awarding of minimum punishment.

This is why there is dissatisfaction in the branches and administrative offices among junior officers in all banks under public sector. Bank officers are least bothered at field level whether NPA is increasing or profit is shrinking. Clever bankers are always expert in making lame excuses of global recession or bad monsoons or debt relief and so on.

Corrupt officers are quickly promoted and posted at good places in big towns whereas good officers who are serious workers are placed at bad places and in critical branches.

It is therefore dire need of the hour to find out and identify corrupt officers at top level and ensure that they are punished and without which one cannot imagine of NPA coming down in any bank. When top officers will be booked to task , clear cut message will reach upto the bottom level officers and only then juniors officers will desist from corrupt practices and top officers will not post and promote juniors on the basis of flattery or on the basis of golden and diamond gifts they get from juniors.

When bank management can publish the name of bad borrowers in Newspapers, Government of India or RBI or Banking Division in Ministry of Finance can also publish the list of bad bankers. At least they can prepare a list of such bad executives whose advances invariably become bad and RBI can ensure their demotion forthwith.

Rather name of sanctioning officer and controlling regional head must be published along with the name of each bad borrower published in newspaper. When action can be initiated against borrowers to take possession of assets by banks, why not illegal assets of bad bankers also should be confiscated and sold off before public.

Only a healthy culture in bank can help in reducing NPA percentage and help in becoming top ranked performer bank.. Hitherto CEOs and EDs in banks are showing lesser percentage of NPA by increasing volume of fresh and short period advances or by selling NPAs to Arcs. Days are not far when this manipulative tactics will also fail to salvage banks. It is therefore necessary that actions are initiated before it is too late.

Is there any serious reader of views and suggestions posted on this forum? I think none is interested to know the ground reality. Flatterers are too many surrounding VIP and it is they who form the line of action and who pave the way for perpetuating the corrupt system of cheating common men in the name of reformation.
May I help You, write to me your views, customers support cell, customer service centers, Grievance redressal Cell are some tools used to befool people of India and to continue the reign of injustice.
No sincere efforts have been taken to strengthen judiciary with quality manpower in adequate numbers so that pendency in courts as also delay in disposal of court cases may be avoided.VIP and powerful persons do not want that anyone in the country should raise voice against evil works of rulers or anyone in the country should get success in any office , in any court and even in media in raising voice and in awarding punishment to real culprits

The Indian policy framework needs to address the needs of

1. Quality education that develop skills and potential of both rural and urban segment equally(current there is a skill gap between the quality levels)
2. Diversified skill training that brings about multiple job openings
3. Develop potential rural market ventures so that rural skills address the needs of the rural market
4. Competency of skilled labour needs to meet the expected market standards - current skill training, trained employees ability to deliver and compete in a competent market needs to be analysed

1) Manufacture
2) Supply Chain
3) Marketing
4) Maintenance/Service


1) MANUFACTURE
a) Agro based products
b) Handicrafts
c) Eco-tourism plans
d) Technology both h/w and s/w
e) Daily Usuables


Train people for the above things. Inculcate things in college syllabus/vocational trainings. Make it world class.

2) SUPPLY CHAIN
Train people in this so as how to handle each article in a different way.
Help unorganized sector by training them.Give world class training.

3) MARKETING
We already have good marketing managers. Lots of MBAs these days (dont even need that much I think)

4) MAINTENANCE/SERVICES
Our service industry is good but much more can be done. Specially when agro products, eco-tourism and handicrafts would come up.

Giving world class trainings and skill is very important as rotten education would deliver rotten products
