• Every village must have adequate common toilet facility which should be maintained clean by the villagers. There should be reward and punishment mechanism to achieve this.
• Awareness should be increased about personal hygiene and contagious diseases that spread through unclean habits and unclean toilets.
• For purpose of education and creating awareness mass media like TV and radio should be employed.

first of all no one should think that Indians are uncultured and villagers go for defecation in open because they like it. They do it because they have no choice. even in cities the public toilets are not in enough numbers. a villager hardly earning a two time meal can't afford to spend even 1 rupee for modern sanitation practices.
so lack of toilets and lavatories is not the problem but the symptom of poverty. most of the villagers with good income prefer to have modern toilets in their home. so there are two options: either get their income increased...which is a more complex problem needing a holistic solution ...or free public toilets with real implementations (as many current ones are just walls with nothing inside) should be opened in each village and it should also be integrated with MNREGA. a full time worker should be their to maintain the toilets and his pay can be managed from MNREGA. there should be at least one toilet per 30 person and separate ones should be made for elders and woman (western style toilet so that even the ill and pregnant woman can use it).

Let us understand the basic rules:

1) Work towards making society self sufficient and independant.

2) In some areas, village can be self reliant while in other areas group of villages can be made self reliant.

3) Plans to increase productivity of villagers..there is severe unemployment in villages..This energy can be used to prodcue something hence improve the GDP.

4) Current health schemes and funds are not utilised effectively. Even the poorest people prefer to go to private doctor..

5) District can work as an integrated administration unit for holistic development of the area integrating all plans, funds and schemes.

6) ...........................................
