How can we improve both the health and the care of expecting mothers?

Suggest on the following components of Management reforms: 1.What framework should be adopted for health care financing which will promote equity in access to health, women & child care and reduce out of pocket expenditure (specially for poor) on health care? 2.How do we adjust the basic design of Conditional Cash Transfer programs in India and catalyze changes in the health, women & child care delivery system?
