How can we prevent the emergence of new slums in our cities in the future?

I think is India capital deficient country we dont have capital to be utilized for the various devlopmental programmes so i think that we should make provisions for TOBIN TAX and the revenue collected should be used for the slum development and Social assistance programmes.

Being myself from Pune , Maharashtra, I have seen how the city has grown leaps and bounds in last 5-6 years.
It is a sad fact that Mumbai, our commercial capital , has almost 60% population living in slums.

So to prevent emergence of new slums in our cities ( all over India) :

1) Study the geography of that area and think of Fencing or Limiting its exsistance. For cities that will have Sea or Forest nearby, naturally that will be their limit. Fence the city from outside. Build a Gate or something like Entry Point .

2) If the city is in middle with full scope of growing, declare all the land on the hills as 'Environment-Friendly' land which will have no slums coming up.

3) Many times its observed that political interference in slum development is seen as they see slums as vote bank.Strict Demolition Drive be taken, instead of slums climbing up hills , plant trees there.

4) Where slums are exsisting , provide an alternative housing scheme and see to it that compulsory evacuation takes place.

5) Control Migration into heart of the city by developing the nearby city area so that instead reverse migration occurs.

When some one goes to live in slums? answer is very simple, when he or she doesn't have any home to live in. Govt. should build low cost building for the residents of slums. In "Jyouti Basu nagar" in Rajarhat in WB houses has been built.

there should be employment generation elsewhere other than cities....schemes like nrega are quite good provided they are free of corruption then they can cover up unemployment to some extent...the state governments should attract investments specially states like Uttarpradesh and bihar....emplyment should be generated in infrastructure which requires labours,ssi should be encouraged....last but not the least education is the backbone the govt really needs to come up with something out of the box besides free midday meal...there is midday meal but no teachers ,there are teachers but no class rooms...so everything needs to be in proportion...

When we do a major housing development we forget about the help network required for habitants of the new development. We all requir servants so in any new housing project there has to be a provision for allocated space for low class housing for poor those who will support the people living in this new development. Rent can be charged for people going to be living in these servant building which can be easily paid by the people who will hire them.

Emergence of slums in any city or metropolis is because of "pull" factors. These are mainly related to achieving a respectable standard of living and "sanskritization" which essentially means a person from a lower strata of society emulating upper strata behavior to a part of that group.

These factors bring people to big cities but the lack of job opportunities for these unskilled workers makes them linger on in the cities in anticipation. This leads to them forming shanty dwellings in suburbs of cities or in vicinity of an industrial area so as to get work on daily wages, and thus they stay put.

One way of addressing this problem is to identify:
a) the number of migrants in any given state
b) the states they belong to
c) their reason of coming to a given city

such an exercise gives us a broad outline of the why's and who's. Then can we analyze the work environment in their particular states and run programmes for creating jobs for them, so that they are pulled back to their states, (giving them a feeler that their state wants them) nearer to families and live a better life and that too with dignity.

By creating a chain of Public bodies through out the Urban sphere in the country which enforce Urban planning to the T and that are not answerable to politicians Institutions like Urban development ministry but more like the planning commission itself, working like the Election Commission.Explicitly for slums to not arise is to, create them ourselves. Slums, unlike Slums and more of colonies.and as i said no local or political hand should be allowed to interfere in urban sphere.Let politics be played anywhere but administration and more so in Urban development 'cos that is going to be the centers of our future growth.

Again- Create INDEPENDENT RESULT ORIENTED and WELL EDUCATED CHAIN of an URBAN COMMAND for whole nation.

An outwardly 'work done' solution is not the wisest thing to do. Displacement of families from slums to SRA (Slum Rehabilitation Authority) buildings is a massive effort, as well as a demographic issue. I think this could be best addressed by construction of better SRA complexes (and we would not like to have the 'vertical slum' trend we see in Mumbai these days), and by eliminating the system of 'transit camps'. I think the idea of 'transit camps' in itself is idealistic, I understand people in certain 'transit camps' have been in 'transit' for more than 20 years, waiting for the SRA to allocate them a house. A house should be made available immediately after the slum is razed.
The Planning Commission could increase the funding given to SRA, and rid themselves of the notion that slums exist only in 'big cities'. City reconstruction plans, like the large scale Dharavi Development Plan, need to be dusted and looked at once again for its feasibility.
India, being India, would never rid herself of illegal slums. We could remove 80% of our slums, but not more. The floating population would prefer to live in slum-type residences. 'Striving for perfection' in plan execution would be a mistake the implementation authorities could do
