I have an idea to make PDS almost 90-95% full proof. Although it can increase the cost but success is garneted.
Step No 1. Speed up UID distribution.
Step no 2. Provide barcode to each ration shop.
Step No 3. List out how many beneficiary is attached per shope.
Step No 4. Pack the ration in unit pack/person (For exp. If 5kg is grains is required per person then make the pack of 5 kg only, this step will increase the cost)
Step No 5. Send Pam/finger print tracer with every pack.(Any paper on which they can make their print)
Step No 6. Distribute the ration and ask to beneficiary to record their pam/finger print
Step No 7. Ask the shop keeper to fix the bar code sticker of their shop.
Step No 8. Recall all the Pam/finger print tracer card on monthly basis.
Step No 10. Scan the cards against the list of beneficiary.
Step No 11. If any discrepancy fond send warning letter to shop.
Step no 12. Review the data at every six moth and any repeated error found cancel the license
Note: Step no 10-12 is fully automated and can be done in one center.
This idea can make the PDS almost full proof. Experts can work out on this further.
Initially, this would be costly affair.. to set up full fledged will take lots of time and resources.
In addition to it, We can have a online application to control the unaccounted ration taken in name of end user.
A online application or post office can be used for the following:
1. End user to update the ration quantity. List of item, Expected quantity to used ( to be updated earlier approx value ), actually used quantity ( to be updated after usage ),
2. End user to enter from which ration shop he wants to get his ration also should be able to modify the same with time deadline if needed.
3. To enter anything or modify, finger printing should be used as in UID.
