for accelerated development of railways and in improving its efficiency, corporatisation is not neccessary.. keeping it away from political pressures and a system of better accountability will go a long way in improving the situation. allowing for private participation will certainly help, as competition will help us both learn from them as well as make us think newer ways of keeping the gap open.

Split the Railways in 2 entities 1) One will own the fixed insfrastructurei.e tracks & signalling infrastructure 2) Another will only run trains.
Once this is completed allow private companies to run trains on a non discriminatory basis on the tracks owned by the first entity.Divide the day in 10 minutes or 20 minutes slots each and allow each private operator to select the route and the time slot in which he wants to run the trains. If multiple operators want to ply on the same route on the same time slot, auction the time slot to the highest bidder. All train operators will pay a fixed fee based on the route to the corporatised entity owning tracks and other infrastructure.
This way we will have multiple trqain operators running trains at different time slots and people will have more choice in terms of fares, services offered, frequency of travel etc.

Sir,
Indian Railways, though is a pride of our country, many times mis-management of funds or low profits are recorded.So we should take help from countries like Japan and Germany where trains like 'I.C.E' are there and they can be brought into India slowly when we first burrow their technicians and later build on our own talent.

But Indian Railways should NOT be corporatized. Only foreign help should be taken

My first post on the 12th Plan website. First of all, congrats and hats off to the Planning Commission for embracing technology to involve more participation from the general public.

Railways have been contributing thousands of crores to the govt. Even today they act as the means of cheaper-transport (even in freight) in our country. I believe, if Railways are privatized, the goal of providing cheaper-transport to our lower-middle/middle-class population will be lost. Of course privatization could improve quality of service and capacity. But IMHO Govt-managed corporate-like run Railways can manage to improve capacity (in passenger-commutation as well as freight).

Railways can be corporatized even more from the current form, more like the other PSUs. Ofcourse the transformation towards it is evident with the IRCTC so far. I am still thinking how can this be taken ahead from the current form. Will keep posting my thoughts.

No, Privatization can't be an alternative. Railway services should be modernized, new super fast trains should be introduced. Most importantly, to save Railways, existing Railway minister should be immediately changed or Railways will be converted to "innugolways"!

if private intervention is made it would have good infrastructure facility but there may also hike in cost and concession may be wiped out...dis should be kept into mind.

Railways is used by millions everyday,Government should always be in control of railways as the major section using it can't afford costly tickets.
Railway Station grab a huge amount of eyeballs,Advertisement Dock should be placed at many station(it has been done in few station,if i m not wrong) at platforms,parking lots etc.That would help minting little money to railways and can defintely help railways stay PUBLIC too.
Will like to hear other suggestions and you may improve mine too :) .

India being a vast country has to rely heavily on the transport and it is very important for growth of the country. If you try to travel from say, Amritsar to Delhi , you have to stop for atleast 5 times for toll tax which wastes time and slows the pace. If one can pay the whole amount in one go just at the beginning of journey or by Internet / mobile banking / direct debit etc, this will be very useful for commercial vehicles travelling all across the country, why not charge them with one off toll tax according to the route they are going to travel, every year along with road tax? I understand that with more widening and strengthening of roads, more tax gonna come up. Why not have an automatic scanning system at the toll plaza to just scan the payment sticker as every car passes thru without even stopping. This will allow govt to involve more privwte firms to assist in the building up the road network.


Regarding carbon footprint, introduce hybrid buses in all routes and do not restrict t hem only to Delhi. More electrification of railways will be of help. Regarding cars, few companies have introduces electric hybrid vehicles but their sales are limited due to very high costs. If govt provides these companies with tax rebate on production and sale of electric hybrid vehicles, the companies will automatically cut down the costs leading to more sales. Also if they have tax rebate on production, companies like Toyota, Honda can produce cars in india and export them to various parts of world which will generate more jobs in India!

The Freight movement should be privatized. Freight corridors, infra and management is a very capital intensive and long term. The business community can decide what & how they want.
Let the passenger system continue in our socialistic pattern.
The Freight system becomes capitalist pattern. It can be BOLT as well for 25 years or so. A part equity can be held by the major PSU customers of Freight system.
