Panchayats can be supreme authority in Agriculture extension services, Forest, Infrastructure and social sectors.

Social sectors can be included if the ills like honor killing are removed from the society. Though there is a need to empower the panchayats, it must be done with proper care. Flexibility must be there and also to ensure that there is timely and efficient interaction b/w panchayats and higher authorities which will also help panchayats in better understanding the issues in a more logical and rational way.
