Comment on the prime instruments that guide improvement in service delivery: a)Enumerate the sectors (in order of priority) that need immediate improvement in service delivery. b)Highlight sector specific structural changes to achieve better service delivery (Examples: private intervention, decentralization, etc). c)Suggest sector specific technical tools that may be used to achieve better service delivery (Example: E-governance, MIS, etc).

1. Sectors which need immed improvement:
a) Law and order : Though we have best class military, police force, Country law and order has taken for a toss. Its not people that need to be changed, but way of governance and very very strict adherence to laws.
b) Agriculture : Though crores being given as relief fund to farmers, we all know its not reaching ground level at 10%. A strcit, very strict framework needs to be put into place and closely monitored.
c) Education : Even through so many free education schemes, a below poverty line kid is not getting a basic education. Even amongst higher section, its a game of money than education.

2. Sector specific changes - covered above - in every sector its very important to monitor use of funds, and strict actionzing where ever a misuse is reported.

3. Sector specific tools:
a) We must take help from Country big IT firms to make tools and systems which govern each sector working, and monitor the implementation plans, variations etc.
b) A strong MIS, user friendly approach, to which Top Country Leadership has direct access and check each nd every activity, use of funds, monitoring, alerts, etc ... There should be no dependancy on manual records and also it will be check point of any misuse.
