Decentralisation, Empowerment and Information

Greater and more informed participation of all citizens in decision-making, enforcing accountability, exercising their rights and entitlements; and determining the course of their lives is central to faster growth, inclusion, and sustainability. How can we best promote the capabilities of all Indians, especially the most disadvantaged, to achieve this end?

How can modern technology and media be used creatively to facilitate social transformation and ensure that people’s demands (political, social and economic) are not formulated in isolation and that adequate and unbiased exposure to global and national developments is available?

Today citizen is a digital consumer and we must make use of Digital commerce to reach to every employee.
It can be in form of internet, media, newspaper etc. Like this forum is a wonderful start to hear out to citizens, but what lacked is its proper publicity.
Its pageof Facebook has also reached out to million of youths and must be used more effectively, thats Fcommerce.
A dedicated news channel which only talks about framework being laid, policies being made, changes being intrdocued should be made live.
Though we are doing much but same is not being communicated properly, a dedicated page in every news paper, a dedicated news channel, a dedicated Facebook page, a dedicated blog / website etc can be used to reach out to people, listen to them and get back to them with updates

Education vans proposed above could be used for getting information from the villagers about their problems and aspirations which could form the basis for further dialogue and for the planning process.

No. of initiatives are taken for the development of rural area through governments schemes/programs. People experienced the benefits and their conditions have also improved, but this is only applicable for few section of people who know the scheme/program in detail. Large nos. of people are unaware of the Gov. schemes/programs and also their actual right associated with it.
IAY can be taken as example where beneficiary does not know how much should he get and what extra benefit he may get through other Gov. schemes which is linked with IAY. Some intermediaries take advantage of their unawareness and divert their fund to own account. Yojana and Kurukshetra are two good informative magazines available but only limited information is supplied and that is also emphasized on only one topic, which is not actually serving the purpose to know their schemes in details. Since details are available on the website of MoRD but we know that how much information one villagers can get through Internet or Computer.

Only print media can help rural area to make them aware of their right. Role of print media had been realized during the period of our struggle with British in the form magazines or pamphlets to spread the movement.
So the only option a villager has is, to go through the magazine which contains all the details what Gov. wants to let him know but irony is that no any magazine is being published by the government which can directly go to the rural area in their local languages in reasonable amount. MoRD should devise a suitable mechanism for the publishing and distribution of such valuable information of schemes/programs through magazines or Journals so that poorest of the poor can be empowered to know their actual rights and fight against prevailing corruption in bureaucracy.
